Replace missing items from Crystal Commerce vendor network

Whether it's due to an inventory error or an oversell, it happens to all of us - sometimes you can't find enough copies of a card on hand to ship to the customer.

When a CC merchant notices that they cannot fulfill an order, provide a feature for providing a "replacement" item from another CC merchant. The seller can quickly view a mini psuedo cart optimizer and view the cheapest options for replacing the customer's order (same product and printing, same condition or better). The seller can then decide if they would like to use this option in order to provide better customer service than the normal method of refunding the customer and apologizing.

When this feature is used, it should automatically email the customer informing them that this replacement has happened, e.g. "Your order has been replaced from one of our partners in the Crystal Commerce network"

There should be a system to ensure that only reliable CC vendors are opted in to this replacement program, so that the merchant who is choosing to use the feature can expect their customer to receive the same quality of service that they would have provided.

Exclude pricing data from original purchase to new vendor and from new vendor to customer

When this feature is used, the merchant who needs the replacement item should be able to purchase the replacement cart using some internal payment method, such as another billing category along with Crystal Commerce fees, in order to avoid duplicate transaction fees. The order can then appear as a modified version of a "Direct Website" order for the vendor who is being used as a replacement, with some kind of indicator that this is where the order came from for them.

Not sure if there would be any privacy issues in regards to this feature request since a vendor would be forwarding a customer's shipping address on to another vendor.
